Single Source Procurement: American Rescue Plan Home Visiting (ARPHV)
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Division of Family Health's has made a determination to issue a Single Source Procurement to 8 eligible grantees to support ongoing currently funded projects.
Additional Federal funding was received as noted in the Notice of Federal Award (X11MC45289). The existing ARP for Home Visiting program (ARPHV) grantees support the emergency needs of families during the COVID-19 public health emergency. This funding is to extend existing ARPHV contracts as awarded under the original procurement and not to fund additional contracts which is why a competitive procurement is not feasible.
