Health care providers, medical certifiers, medical examiners/coroners, funeral directors, and local registrars use the New York State's Database Application for Vital Events (DAVE) system to electronically register vital events like deaths and fetal deaths that occurred in New York State but outside of New York City. The system is accessed through the New York State Health Commerce System (HCS) secure web portal.
