The Licensed Home Care Services Agency (LHCSA) Certificate of Need (CON) application is now available. Please read through the Dear Administrator Letter and carefully review all of the attachments to become familiarized with the new LHCSA CON requirements. NOTE: Policy and Procedure Manuals must be submitted AFTER the LHCSA application has been approved by the Public Health and Health Planning Council (PHHPC) and Department of Health.

LHCSA Administrative Licensure Amendments
The new Administrative Licensure Amendment process for Licensed Home Care Services Agencies (LHCSAs) has been finalized and will go into effect February 15, 2022. Please refer to the Dear Administrator Letter and the links below for additional information. Given the Department’s focus on the COVID-19 pandemic, guidance and revised applications for the licensure of LHCSAs will be delayed until further notice.
